Dubai plans to implement two tourism-focused services during November 2026: a tourist-visa application route through Visit Dubai and the Dubai Access Club, an invitation-only programme for repeat visitors.
Under the announced model, visitors will be able to apply for single-entry and multiple-entry tourist visas through Visit Dubai. Dubai’s General Directorate of Residency and Foreigners Affairs (GDRFA Dubai) will remain responsible for assessing applications and issuing visas. The new route is intended to place visa access alongside Visit Dubai’s trip-planning functions, including information on attractions, ticket booking and itineraries.
The Dubai Access Club is planned as a membership programme offering selected repeat visitors access to experiences, services and benefits across the city. Membership criteria and the full package of benefits have not yet been detailed, so prospective users will need to watch for further guidance as the rollout progresses.
The initiatives were developed by GDRFA Dubai, Dubai Department of Economy and Tourism and Digital Dubai through the Shared Digital Channels Initiative. Together, they signal continued attention to a more connected digital experience for international guests, from travel preparation to in-city activity planning.
For apartment buyers and investors, the announcement is relevant as a broader livability and destination-confidence indicator rather than a property-market forecast. Easier access to official visitor services may improve convenience for residents hosting family, friends and business guests, while a focus on repeat visitation supports Dubai’s appeal as an internationally connected city. The practical impact will depend on final eligibility rules, service availability and user adoption after implementation.
